We are your local animal shelter

There’s a place in our community where the hungry are fed, the homeless are sheltered, and the abandoned are given care. It’s the Cecil County SPCA, Inc., and for almost 30 years we provided comfort and care for our community’s unwanted animals.

We offer many other services, too, for pets and their owners and even for people without pets. To do all this, we rely on the support of people like you. Here are a few ways you can help animals, especially those at our shelter:

mission statement

The Cecil County Society For The Prevention of Cruelty to Animals, Inc. is committed to preventing and suppressing cruelty to animals and enforcing all laws pertaining thereto in Cecil County, Maryland and surrounding areas of said County and to promote, enact and enforce humane laws and to promote the general welfare of animals.

Jurisdiction:

The Cecil County SPCA works concurrently with the Cecil County Sheriff's Office, Maryland State Police, township police, public, private, and religious agencies and professional groups providing law enforcement services for the accomplishment of the mission statement.

Responsibilities:
Th
e Cecil County SPCA handles and investigates animal complaints, public nuisances and issues summonses and/or citations, and enforces all Cecil County Animal Ordinances including licensing requirements, animal abandonment, and the prosecution for animal cruelty. It also considers and sets forth policy in relation to any animal emergency situation and recommends any changes in the law regarding animal control.  (Cecil County Animal Control Ordinance Quick Reference)

The staff of the CCSPCA represents some of the best and most dedicated animal shelter personnel anywhere. When you stop by please say thanks for their efforts!

Jeanne Deeming

Jeanne has been the director of the CCSPCA since 1996. She has been involved in the sport of purebred dogs for over 25 years having, owned and shown Best In Show, Best in Specialty Show and Champion winning English Setters, Pointers. Whippets & Great Danes. Jeanne also owned a private boarding and grooming facility for over 10 years. Having a B.S. In Business Administration and an M.S. In Health Care Administration Jeanne worked as a Laboratory Administrator/Director in some of the top teaching hospitals in New Jersey and Philadelphia for over 25 years. She has been involved in purebred rescue as the national chairperson for the English Setter Association of America, and volunteers with Whippet Rescue and Placement and the Pointer Rescue Organization.

 

 

Dr. Greg McDermott BVet Med, MS

On board at the Cecil County SPCA's Pet & Equine VETERINARY HOSPITAL as of 8-1-05 caring for Dogs, Cats And Horses .

Dr Mcdermott received his medical degree at the Royal Collage of Veterinary Medicine in London, England. He is a native of Delaware and received his Bachelors Degree in Animal Science from Delaware Valley College and a Masters degree with Honors in large animal reproduction from Penn State. He is Licensed to practice in both Delaware and Maryland . Prior to coming to the SPCA he practiced at Dover De. specializing in equine medicine.

He lives in Cecil County, He has served proudly as a Marine both in the USA and overseas.

 

Erin- Vet Tech

She comes to us as a Veterinary assistant and is eager to learn and help the animals at the SPCA and the Animal Hospital clients

 

Susan - Vet Tech & Kennel Manager

She is an experienced vet tech who shows great concern for the animals health and welfare. Her hobbies include equestrian shows, caring for her new grandchild, and collecting Marvin the Martian.

Marty Sr.

Marty comes too us as our Building superintendent with years of experience in general contracting, building maintenance and general repairs. His hobbies include hunting and caring for his hunting dogs.

Katherine

"The Cat Lady" or "Miss Kate" as she is affectionately called, retired from our cat room at the Shelter in 2007. Taffy her cat, is her live in family. Her first serious employment was running a drug store, followed by as stint as a legal secretary, and then a venture into a book store, "The Book Barn Ltd." in Elkton, MD. After taking care of immediate family for ten years, Miss Kate gravitated to the SPCA, where she began as a volunteer in 1988.

 

 

Natasha

She comes to us as a kennel assistant, she has a true love for the animals and also cares for her family.


Carl

He is our new Feline Assistant, he loves to stay busy taking care of the shelters cats and helps out wherever he can.

 

 

Jackie

She comes to us as a kennel assistant. She enjoys taking care of the pets at the shelter.


 

 

 

 

 

Animal Control Officers

Our animal control officers can be found on any weekday driving the highways and byways of Cecil County. These trips are in response to complaints called in to the CCSPCA for dogs running at-large, horses in the road, a pig falling off of a stock truck, and a myriad of other problems that arise daily. They also assist the county and state law enforcement officials when they are called into situations that involve animal welfare or Officer safety during search warrants. Hats off to our Officers! All our Officers are Certified Animal Control Officers and have had training in various fields such as large animal care, cruelty investigation, occult awareness and much more.

 

 

JERRY HAWKINS

Animal Control Lieutenant

Jerry came to the SPCA with 15 years of experience as a Deputy in the Cecil County Detention Center as well as a truck driver ,mechanic and a Volunteer fireman. His interest include staying busy at work, home with his family or at the firehouse.

Marty Poe Jr

Animal Control Corporal

Marty is an experienced animal control offer of 6 years. He enjoys helping animals . He also enjoys spending time with his family .

1.   Q: How can I adopt an animal?

A: Patrons interested in adopting an animal are invited to observe and visit with the animals during visiting hours. Once an animal is selected, the patron fills out an application and is then interviewed by an adoption counselor. (The CCSPCA reserves the right to visit a patron's home in order to decide upon adoption approval.) Upon approval, the patron may take the new pet home! The CCSPCA also reserves the right to refuse an adoption. The most common reasons for refusal usually involve landlords, animals wanting to be given as a gift, a history of past pets that have not had proper care , or a difference in philosophy over how a pet should be kept.

2.   Q: How long do you keep the animals?

A: The CCSPCA has no maximum amount of time that the animals are kept. An animal will be kept as long as it remains healthy and there is space available. We do the absolute best we can for every animal that enters our shelter.

3.   Q: How are the animals euthanized?

A: Animals are euthanized through a painless injection of sodium pentobarbital. This method is instantaneous and is the only method approved by national humane groups. Tranquilizers are often used as an aid to euthanasia.

4.   Q: How many animals does the CCSPCA handle yearly?

A: On an average, the CCSPCA handles over 6,000 animals a year. Our numbers increase annually.

5.   Q: How can I make a donation to the CCSPCA?

A: The CCSPCA accepts donations of money, time and supplies. Your tax-deductible donation of money may be brought or mailed directly to our office and may be given in honor or memory of a pet or other loved one. Our Memorial program allows persons to Remember Their Pets or a Loved One for a specified donation amount. A walnut or brass plaque will be hung on the memorial wall in our lobby, with a message of the sponsor's choice. There are numerous ways to donate your time. 6.   Q: Why should I donate my time and money to the CCSPCA ?

A: The CCSPCA is dedicated to the humane treatment of all animals. We strive to educate the public in the proper care and shelter of their pets, including the necessity for spay/neuter & identification. We do this to not only reduce the population and better our pets' health, but to avoid animals ending up in the shelter to begin with. Once the animals are here, volunteers are crucial to provide a caring environment and see that good homes are found. None of this could happen without donated time and funds. We depend on the generosity of the local community for continuing this service and our many programs that exceed the basic care of our animals.
